  • That one person everyone knows who is always too touchy, or a stranger that is scarily eyeballing you from across the room or in random outdoor areas. "Creeping" can sometimes be a mild form of stalking. Getting "creeped on" is when the creeper is therefore using his creep-skills to freak you out.
