someone who is even uglier than a bagger. Not only does one put a bag over their head, one puts a bag over one's own head in case theirs falls off.

This term is often used by the police for offenders whom are considered to be deadbeats,with no future. Trouble makers and the like.

A fool, moron, or otherwise ignorant person. A person pretending to be street smart, but lacking it entirely. Often used to refer to a person who makes a fool of themselves while trying to impress others.
