Possibly folk etymology: The term originated as "buck naked", but "butt naked" is often (mistakenly) used because "buck" and "butt" sound fairly similar.

An unsophisticated person with no class or couth. Dresses unfashionably and doesn't know how to act in public. Sometimes there is the implication of being from the country and/or a poorer part of town.
That hoosier has five rusty cars parked on his front lawn.
