of a video game, excessively difficult because positive things happen with very low frequency, and/or negative things happen with very high frequency.
I stopped playing that game because it's RNG hell.

The "RNG" in "RNG hell" is an acronym for Random Number Generator. Almost every video game has a Random Number Generator in it. The game uses it to randomly determine what happens in the game, for example whether whether an attack succeeds and what items are discovered.
