  • "eyes are open but the person isn't responding to stimuli."
    Person 1: Since he came back from the war, he's been having fugue states.

    Person 2: What are fugue states?

    Person 1: Well, I'm not sure how they work, but basically his eyes are open but he doesn't respond to anything. Lights on but nobody's home.

  • This phrase got passed around Fort Knox by G.I.s and slowly over-used in the surrounding towns and counties. It is used as a lazy way of upgrading the status of a procedure or a description of something.
