  • a mentally handicapped person. Originates from the handicapped children on the bus who lick at the windows.
    Poor kid will always be a window licker.

  • a person who consumes LSD ("acid") or other psychotropic drugs. From "windowpane", a type of LSD.
    I saw Tim high on acid at a party last night. I guess he's a window licker now.
